推進銀(yin)川市(shi)企業(ye)“兩化”深度融合的(de)思考
“兩(liang)化(hua)”深(shen)(shen)(shen)度融(rong)(rong)合(he)(he)是兩(liang)化(hua)融(rong)(rong)合(he)(he)發展(zhan)的(de)(de)(de)(de)高(gao)級(ji)階段,指(zhi)信息化(hua)與工業(ye)化(hua)在更大(da)的(de)(de)(de)(de)范圍(wei)、更細的(de)(de)(de)(de)行(xing)業(ye)、更廣的(de)(de)(de)(de)領域、更高(gao)的(de)(de)(de)(de)層次、更深(shen)(shen)(shen)的(de)(de)(de)(de)應(ying)用(yong)、更多的(de)(de)(de)(de)智(zhi)能實(shi)現彼此交融(rong)(rong)。本文在進行(xing)了(le)銀川(chuan)市“兩(liang)化(hua)”融(rong)(rong)合(he)(he)現狀分(fen)析的(de)(de)(de)(de)基(ji)礎上,提出了(le)推進銀川(chuan)市企業(ye)“兩(liang)化(hua)”深(shen)(shen)(shen)度融(rong)(rong)合(he)(he)的(de)(de)(de)(de)對策建議,希望(wang)對銀川(chuan)市“兩(liang)化(hua)”深(shen)(shen)(shen)度融(rong)(rong)合(he)(he)具有一定的(de)(de)(de)(de)幫助和指(zhi)導作用(yong)。
一、現(xian)狀分析(xi)
近年來,銀(yin)川市(shi)把“兩(liang)化”深度融(rong)合放(fang)在轉型升級(ji)、創新(xin)發展(zhan)的戰略位(wei)置,以(yi)(yi)信息化引(yin)領企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的集成創新(xin)、智能制(zhi)(zhi)(zhi)造(zao)、協同管理(li),提(ti)升企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)自主(zhu)創新(xin)能力,實現企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)設計數(shu)字(zi)化、裝備智能化、生產自動化、管理(li)網絡化、商務電子化、服務定(ding)制(zhi)(zhi)(zhi)化,促進企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)按(an)需(xu)定(ding)制(zhi)(zhi)(zhi)、精益制(zhi)(zhi)(zhi)造(zao)、綠(lv)色制(zhi)(zhi)(zhi)造(zao)、創新(xin)發展(zhan)、智能發展(zhan)、可持續發展(zhan)。目前,銀(yin)川市(shi)有1400多(duo)戶工業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)、349戶規(gui)模以(yi)(yi)上工業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),這些(xie)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)在促進經濟(ji)社(she)(she)會發展(zhan),增加財政收入,提(ti)供就業(ye)(ye)(ye)崗位(wei),豐(feng)富市(shi)場供給,擴大對外開放(fang)和(he)保持社(she)(she)會穩定(ding)等(deng)方面發揮(hui)著重(zhong)要作用(yong)。銀(yin)川市(shi)計劃到(dao)(dao)2015年,中(zhong)小企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)互聯(lian)網應用(yong)普及(ji)率達到(dao)(dao)85%以(yi)(yi)上,規(gui)模以(yi)(yi)上企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)普及(ji)率達到(dao)(dao)95%以(yi)(yi)上,中(zhong)小企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)經營管理(li)中(zhong)軟件、辦公管理(li)軟件使用(yong)(yong)率(lv)達(da)到(dao)95%以(yi)(yi)上,企業資(zi)源計劃(ERP)等(deng)軟件使用(yong)(yong)率(lv)達(da)到(dao)60%以(yi)(yi)上;企業研發(fa)設計過(guo)程中(zhong),計算(suan)機(ji)(ji)(ji)(ji)輔助(zhu)設計(CAD)、計算(suan)機(ji)(ji)(ji)(ji)輔助(zhu)制(zhi)造(CAM)、計算(suan)機(ji)(ji)(ji)(ji)輔助(zhu)工程分析(CAE)、產(chan)品數據管理(li)(PDM)、產(chan)品生(sheng)命周期管理(li)(PLM)等(deng)軟件使用(yong)(yong)率(lv)達(da)到(dao)60%以(yi)(yi)上。企業生(sheng)產(chan)過(guo)程中(zhong),計算(suan)機(ji)(ji)(ji)(ji)集成制(zhi)造系(xi)統(tong)(CIMS)、計算(suan)機(ji)(ji)(ji)(ji)數控(CNC)、分布式控制(zhi)系(xi)統(tong)(DCS)等(deng)技術應用(yong)(yong)率(lv)達(da)到(dao)60%以(yi)(yi)上,電(dian)子商務(wu)廣泛應用(yong)(yong)。

二(er)、加快推進銀川市企業(ye)“兩化”深度融合(he)的對策建議(yi)
建議銀川(chuan)市面向區域(yu)(yu)、行業、企業三個層(ceng)面,在研發設計(ji)、生產制造(zao)、經營管理(li)、供(gong)應銷售、節能減排等主(zhu)要(yao)環(huan)節和領(ling)域(yu)(yu),加快推進“兩化”深度融合。
(一)以提(ti)升工程(cheng)為抓手,促進企(qi)業“兩(liang)化(hua)”深度(du)融(rong)合
以自治區(qu)“百(bai)家成(cheng)長”企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)為重點,在全市開展(zhan)工業(ye)(ye)(ye)(ye)(ye)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)、企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)調研和充(chong)分(fen)征(zheng)求意見(jian)的(de)基(ji)礎(chu)上,按行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)分(fen)類,對(dui)工業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)“兩化”融(rong)合(he)進行(xing)(xing)評估。從基(ji)礎(chu)建設(she)、單(dan)(dan)項應用(yong)、綜合(he)集成(cheng)、協同與創(chuang)新(xin)、競爭力、經濟(ji)和社會效益(yi)6個(ge)方面,全面、系統地評估企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)“兩化”融(rong)合(he)發展(zhan)水平(ping)(ping)。根據評估結果,采取政(zheng)府資金(jin)扶持(chi)引導企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)自主的(de)方式(shi),結合(he)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)發展(zhan)戰略和企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發展(zhan)方向,分(fen)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)、分(fen)階(jie)(jie)段(duan)的(de)引導和支(zhi)持(chi)10戶企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)從D級(ji)(起步建設(she)階(jie)(jie)段(duan))向C級(ji)(單(dan)(dan)項覆蓋階(jie)(jie)段(duan))、C級(ji)向B級(ji)(集成(cheng)提(ti)升階(jie)(jie)段(duan))、B級(ji)向A級(ji)(創(chuang)新(xin)突(tu)破(po)階(jie)(jie)段(duan))躍升,帶動我市企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)“兩化”融(rong)合(he)水平(ping)(ping)快速提(ti)升,并逐漸實現全市規(gui)模以上工業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)“兩化”融(rong)合(he)水平(ping)(ping)的(de)整體提(ti)升,促進我市工業(ye)(ye)(ye)(ye)(ye)結構(gou)調整和發展(zhan)方式(shi)轉變。
(二)以優勢特色產業為(wei)重(zhong)點,分步推(tui)進“兩化”深(shen)度融合

鼓(gu)勵企業(ye)(ye)建設(she)能(neng)(neng)源(yuan)管(guan)(guan)(guan)(guan)理系(xi)統(tong)、健康安(an)全環保管(guan)(guan)(guan)(guan)理系(xi)統(tong)、節能(neng)(neng)減(jian)排信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)服務平臺等(deng)。推動重點(dian)高(gao)耗能(neng)(neng)高(gao)污(wu)染行業(ye)(ye)工(gong)業(ye)(ye)企業(ye)(ye)通過(guo)建設(she)研(yan)發設(she)計信(xin)(xin)息(xi)系(xi)統(tong)、工(gong)藝(yi)(yi)流(liu)程優化(hua)(hua)(hua)(hua)系(xi)統(tong)、供應鏈管(guan)(guan)(guan)(guan)理系(xi)統(tong)、生(sheng)產(chan)(chan)運行管(guan)(guan)(guan)(guan)理系(xi)統(tong)、生(sheng)產(chan)(chan)集中管(guan)(guan)(guan)(guan)控(kong)(kong)系(xi)統(tong)等(deng)。引(yin)導(dao)工(gong)業(ye)(ye)企業(ye)(ye)利用信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)實(shi)現從(cong)單項節能(neng)(neng)向(xiang)集成化(hua)(hua)(hua)(hua)節能(neng)(neng)發展,以信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)全流(liu)程應用與區域統(tong)籌提(ti)升減(jian)排治污(wu)和資(zi)(zi)源(yuan)綜(zong)合利用能(neng)(neng)力。支持企業(ye)(ye)通過(guo)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)、能(neng)(neng)源(yuan)管(guan)(guan)(guan)(guan)理、生(sheng)產(chan)(chan)過(guo)程管(guan)(guan)(guan)(guan)理、工(gong)藝(yi)(yi)流(liu)程改優化(hua)(hua)(hua)(hua)、能(neng)(neng)耗及(ji)排放在線檢測等(deng)信(xin)(xin)息(xi)技術,實(shi)現生(sheng)產(chan)(chan)、管(guan)(guan)(guan)(guan)理、控(kong)(kong)制一體(ti)化(hua)(hua)(hua)(hua),提(ti)高(gao)管(guan)(guan)(guan)(guan)理效率(lv)、提(ti)高(gao)資(zi)(zi)源(yuan)利用率(lv)、節約能(neng)(neng)源(yuan)、降低(di)生(sheng)產(chan)(chan)成本(ben),從(cong)而達(da)到促進節能(neng)(neng)減(jian)排的目的。
(四)以培訓(xun)為契機,注重“兩化”融合人才培養(yang)
針對當(dang)地產業(ye)集群“兩(liang)化”融(rong)合和中(zhong)小(xiao)企(qi)(qi)業(ye)信(xin)息(xi)(xi)(xi)化人才需求(qiu)特點,與(yu)銀川(chuan)市(shi)內各(ge)大專院(yuan)校、科(ke)研院(yuan)所聯合培(pei)養(yang)信(xin)息(xi)(xi)(xi)化專業(ye)人才,建(jian)立(li)健全信(xin)息(xi)(xi)(xi)化人才的引(yin)進、培(pei)養(yang)、作(zuo)用、激勵等配套體系(xi)。積極開展中(zhong)小(xiao)企(qi)(qi)業(ye)信(xin)息(xi)(xi)(xi)化培(pei)訓(xun)工作(zuo),以中(zhong)小(xiao)企(qi)(qi)業(ye)信(xin)息(xi)(xi)(xi)化大講(jiang)堂的形式,組織開展中(zhong)小(xiao)企(qi)(qi)業(ye)信(xin)息(xi)(xi)(xi)化大講(jiang)堂專題培(pei)訓(xun)活(huo)動(dong),力(li)爭每年免費培(pei)訓(xun)信(xin)息(xi)(xi)(xi)化方面人才1000人次以上,為(wei)加快推進銀川(chuan)市(shi)中(zhong)小(xiao)企(qi)(qi)業(ye)“兩(liang)化”深度融(rong)合培(pei)養(yang)人才。
(五)以(yi)強化(hua)企業(ye)投資為主體,加大對“兩化(hua)”深度融合建設的投入
中(zhong)小(xiao)(xiao)(xiao)企業(ye)量大面(mian)廣,信息(xi)化(hua)程(cheng)度(du)也(ye)參差不(bu)齊,重(zhong)要原因之一是(shi)中(zhong)小(xiao)(xiao)(xiao)企業(ye)信息(xi)化(hua)的(de)(de)內生動(dong)力(li)還顯不(bu)足。據相關部門對(dui)中(zhong)小(xiao)(xiao)(xiao)企業(ye)負責人的(de)(de)抽樣調查,目前中(zhong)小(xiao)(xiao)(xiao)企業(ye)最關心的(de)(de)還是(shi)銷(xiao)售額、成本、利潤等經濟指標(biao),而信息(xi)化(hua)項目往往投(tou)入大、建設(she)周期(qi)長(chang),人才(cai)也(ye)普(pu)遍較為缺乏,導(dao)致了(le)企業(ye)負責人在投(tou)資決策(ce)時決心不(bu)大。企業(ye)是(shi)“兩(liang)化(hua)”深(shen)度(du)融(rong)合的(de)(de)主體。推(tui)進“兩(liang)化(hua)”深(shen)度(du)融(rong)合,要積極宣(xuan)傳、引導(dao)并提供(gong)相應措施,強化(hua)中(zhong)小(xiao)(xiao)(xiao)企業(ye)投(tou)資主體意識,加(jia)大對(dui)“兩(liang)化(hua)”深(shen)度(du)融(rong)合建設(she)的(de)(de)投(tou)入。 |
